General Job Description:

The principal responsibilities of the VPIA are to monitor the status of and facilitate Board-level direction and oversight of the employment practices of the BSC. Accordingly, the VPIA is responsible for ensuring the effective functioning of the Human Resources Committee (HRCom), whose work it is to undertake the review and revision of all employment-related BSC policies, directives and agreements. The VPIA also oversees workplace safety issues, including ensuring compliance with Senate Bill 198, and the implementation of the Injury and Illness Prevention Program. In addition to HRCom, the VPIA chairs the Presidential Review Committee and Personnel Appeals Committee, and may be directed by the Board to serve on ad hoc committees. Board and Committee Responsibilities

1. Oversee the review and revision of all employment-related BSC policies, directives, and agreements.
2. Ensure regular review of organizational structure, reporting relationships, and job descriptions
3. Ensure that the BSC has policies and procedures necessary for effective HR practices, which comply the law and promote a healthy work environment.
4. Ensure that salary structure and benefits package are reviewed annually, in the Fall semester, for internal consistency and external comparability and produce a report to the Board, containing recommendations as needed
5. Report to the Board, Cabinet, and other Committees as needed regarding the implementation and enforcement of all Board policies and directives related to employment.
6. Report to Cabinet or the Board any problems observed within the domain of workplace safety
7. Review regular reports from the Safety Director regarding issues covered by IIPP and other safety-related concerns
8. Chair the Human Resources Committee
9. Chair the Presidential Review Committee (see PD I.C.10).
10. Chair the Personnel Appeals Committee
11. Chair the Board-appointed team responsible for negotiating any collective bargaining agreement
12. Serve on ad hoc committees as required by Board or BSC policy.

Supervisory Responsibilities

1. Supervise the HRCom Administrative Assistant
a. Ensure that the AA is provided with adequate training and guidance
b. Ensure that the AA promptly publishes minutes on the HRCom google site
c. Delegate administrative tasks, such as printing proposals for distribution at HRCom meetings

Other Responsibilities

1. Prior to the end of each semester, ensure that any changes to Board-adopted policy, plans, contracts or directives are incorporated into the Board Manual.
2. Prior to the start of each semester, print the Board Manual
3. Sign documents on behalf of the BSC if the President is not available.
4. Ensure that a detailed record of all projects is maintained on the HRCom google site
5. Produce an exit document / training document for your successor
