1.01 ETCom shall be the committee tasked with selecting the recipients of the NASCO Institute Scholarship Program.

1.02 The BSC will send as many members to the NASCO Institute as the budget permits.

1.03 The BSC will pay the full amount of the NASCO Institute registration fee for each respective scholarship recipient.

1.04 BSC attendance and funding guarantees will be regulated as follows:

A. The BSC President and the Vice-President of External Affairs are automatically awarded a scholarship to attend the NASCO Institute, regardless of previous attendance. However, they may yield their scholarship to another Cabinet Member and/or Board Member in the case that they may not attend the NASCO Institute.
B. The BSC will also fund the ED and/or the CExM to attend the NASCO Institute.
C. A additional staff-member may be chosen by senior staff to attend the NASCO Staff and Manager Conference and NASCO Institute annually.
D. Other members are not guaranteed funding for the NASCO institute, thus must apply for a scholarship through the normal application process.

1.05 All scholarship recipients are required to share their experiences at the NASCO Institute in some form as determined by ETCom.

1.06 NASCO Institute Scholarship Program Selection Criteria

A. ETCom will decide on the eligibility criteria before publicizing NASCO Institute applications each cycle, and will coordinate with the Member Resources Department on the distribution of the information.
B. Recommended Criteria (but not limited to the following):
1. Demonstrated BSC involvement
2. Cooperative knowledge
3. Commitment to give back to the BSC community
4. Demonstrated possession of, desire and willingness to share relevant cooperative organizational and personal skills, knowledge and experiences at NASCO Institute.
C. ETCom has full discretion on selecting the recipients of the NASCO Institute Scholarship Program.
D. Recommended Process:
1. Applications should be anonymously ranked by ETCom throughout the entire process and deliberation of selecting the recipients of the scholarship program.
2. Every voting member of ETCom shall individually rank applications. These individual rankings should be used to determine the overall ranking of the group.
3. Individual rankings shall not be assigned per each question on the application, but applications shall be ranked based on the entire application. ETCom should deliberate on the entire applications instead of judging questions individually.
4. Applicants shall be ranked in order of preference based from the overall ranking of the group.
5. A medium should be used that prevents the voting members of ETCom from seeing each others’ votes to prevent voter persuasion and bias.
6. For the purpose of collecting data to inform advertisement of the program, applicants may identify in a social group in the application. However, this information cannot be used by ETCom in the entire process of selecting applicants. Rather it should be used by the VPET, CExM, and the Member Resources Departments to inform advertisement of the program in subsequent terms.
7. ETCom may consider the following about the applicant pool in deliberations:
a. Points of Applicants
b. Unit Representation of Applicant Pool
c. Demographic of Applicant Pool
d. Other factors deemed appropriate by ETCom
