In accordance with the two-year rent cap adopted by the BSC Board of Directors on 9/29/94, rents shall not be raised above 1994-95 levels during the 1995-96 and 1996-97 fiscal years. In the event of an emergency immediately imperiling the financial solvency of the organization, the Board may vote to raise rents during that time. Such a vote will be considered a membership assessment, (see section B) and would require the approval of four-fifths of the Board (in a roll-call vote).
